The Debt Ceiling
A fiscal-style ceiling for commitments you will not raise until capacity frees — Four Thousand Weeks written as a debt-ceiling vote. Live load sits above the line (what is already on the books, with cost and until). Proposed yeses sit below it, and each must name what it replaces. The tinted panel counts unfunded yeses — proposals with no replace — because that is how the ceiling gets quietly raised without a vote. If nothing can come off the books, the answer is no.

The Escalation Matrix
A runbook for when a stuck thing should leave the person currently holding it — the decision sheet that sits beside the Waiting Room. Four cases down the page, each with what is stuck, who has it now, the escalate-if trigger, who it escalates to, and by when. Write the trigger before you are angry enough to invent one.
